THE WILD FREE-ROAMING HORSES AND BURROS ACT OF 1971, signed by Richard M Nixon, says in the introduction to the bill:
Congress finds and declares that wild free
-roaming horses and burros are living symbols
of the historic and pioneer spirit of the West;
that they contribute to the diversity of life
forms within the Nation and enrich the lives
of the American people; and that these
horses and burros are fast disappearing from
the American scene. It is the policy of
Congress that wild free-roaming horses and
burros shall be protected from capture,
branding, harassment, or death; and to accomplish
this they are to be considered in the
area where presently found, as an integral part
of the natural system of the public lands.

When this bill was signed wild horses and burros had dropped to around 26,000 in the wild. The BLM was charged with their protection.

Currently there are around 30,000 wild horses and burros in the wild, with 50,000 held in long-term holding by the BLM. There are approximately 9 million head of cattle and sheep on BLM land. Then there are the mineral rights, drilling, fracking, etc. on BLM land competing with the wild horses and burros.
Safeguard American Food Exports Act, S541/HR 1094. This bill, currently stuck in committee, would not only ban horse slaughter, but ban the transport of American horses to slaughter.
