St. Helens Police: Driver hit and killed pedestrian before rolling pickup truck

ST. HELENS, Ore. – A driver in a vehicle struck and killed a pedestrian walking on the shoulder of Gable Road in St. Helens Tuesday afternoon.

Officers responded to a report of the crash at 2:48 p.m.

When they arrived on Gable Road near Old Portland Road, they found a green Ford Ranger pickup rolled over on its side.

Officers identified the driver as 18-year-old Kody A. Allen of St. Helens. He was not injured.

At first, investigators thought Allen was the only person involved in the crash.

He told officers he drifted off the road and rolled the pickup truck. He didn’t mention hitting anyone on the shoulder.

However, a witness approached investigators and showed them a body that wasn’t initially visible because it was on the other side of a tall fence.

Officers identified the victim as 34-year-old Arthur Studer of St. Helens.

Investigators say Allen was traveling eastbound on Gable Road when he drifted onto the shoulder near Drakes Towing and struck Studer as he walked alongside the road.

Police say the collision threw Studer several yards and he was killed instantly.

The pickup truck then rolled over in the ditch and stopped against a telephone pole.

Officers became suspicious that Allen was driving under the influence of intoxicants.

He was arrest and taken to the Columbia County Jail on charges of manslaughter in the second degree, DUII, reckless driving and reckless endangering.
