Eugene Police arrest man for murder of 19-year-old woman

EUGENE, Ore. – The Eugene Police Department arrested a man on a murder charge in north Eugene Sunday.

Saturday afternoon, police were called to a residence in the 3400 block of Pattison Street regarding “suspicious circumstances.” There, they found 19-year-old Jessica Elizabeth Frank dead.

Saturday, police arrested 23-year-old Erick Joaquin on an unrelated warrant. After investigating, police also arrested Joaquin for the murder of Frank.

Both Joaquin and Frank are Eugene residents and they were in a relationship.

Saturday, police taped off the area and stationed several law enforcement units in the neighborhood, including a forensic evidence unit and an incident command bus.

“As I was passing by, just noticed the commotion out here, with all the police activity,” said Jamie who lives in the neighborhood. “In the area, this whole area around here, I don't think it's much different. I mean, probably a little bit more crime.”

Part of Pattison Street is still blocked and police are still investigating.
